Together with five provincial teacher training institutes (TTI) and national and international experts, VVOB Vietnam developed a series of teacher training modules on Active Teaching and Learning. These modules were used for training of trainers and subsequent multiplication in the 5 TTI. Similarly several modules were also used in the in-service of the same provinces. In September 2011 the Department of Teachers and Educational Administrators (DTEA) of the Ministry of Education and Training (MOET) organized a workshop in two additional provinces, Phu Tho and Bac Giang, to formally assess these materials for inclusion in the national reference list for in-service of teachers.

Two 2-day workshops were organized for a group of about 30 in-service teachers from the two different provinces. Trained experts from VVOB’s partner teacher training institutes and key trainers from the provincial DOETs introduced the scope and objectives of the modules on “Environmental Education”, “ICT for ATL”, “Problem-Based Learning” and “Learning Stations”. Participants were engaged in rich and collaborative learning activities to get a taste of the training approach. After the workshop, participants were asked to reflect and discuss on the content, instructional design and training approach of the four modules. Finally each participant filled out an individual questionnaire assessing the same elements.

The DTEA processed the assessment data and invited VVOB for a concluding meeting. All materials were highly appreciated by the workshop participants as well as by the DTEA staff. All four materials will therefore be included in the national reference list of the regular professional training programme of the MOET. Additionally, VVOB is requested to develop complementary self-study manuals that accompany the training materials. This should allow teachers to also self-study on the topics. By inclusion in the reference list, the materials will be available to 314.000 Lower-Secondary Education teachers in Vietnam.

For the VVOB materials on the reference list, DTEA will also provide in-service training in six regions in Vietnam (Thai Nguyen, Hai Phong, Danang, Lam Dong, HCM Dity and Can Tho). Training-of-Trainers (ToT) workshops will be organized for key trainers and VVOB is invited to introduce the training materials. The training materials will be made available on a virtual clearing house where DOETs can download the materials and copy them for use in the in-service for teachers.

Four other modules (very recently finalized or under development) on “Assessment and Evaluation”, “Facilitation and Peer Coaching”, “Contract Work” and “E-Learning” will be evaluated next year probably through a similar procedure. These materials will also be included in the national reference list for the in-service of teachers.
