It is strongly believed that Information and Communication Technology (ICT) can add value to teaching and learning. All over the world new policies for educational reform are built around the premise and promise of effective ICT integration in teaching and learning.

Also in Vietnam much is expected from integration of ICT in Education. Educators are encouraged to reasonably implement ICT in all grades and all subjects. In practice the current use of ICT for teaching practice is limited at best. Therefore it is believed that educators need to be prepared for a changed role for teachers and should know how ICT can be used in such a way as to strengthen the learning process towards active teaching and learning.

ICTs need to be seen as “an essential aspect of teaching’s cultural toolkit in the twenty first century, affording new and transformative models of development that extend the nature and reach of teacher learning wherever it takes place” (Leach, 2005).
