This paper was written by the coordinators Teacher Training - ICT with support from a senior researcher of the Vietnam Institute for Education Sciences. The research investigates a decade of guidelines on ICT and education and the translation and implementation in teaching practice. The paper was presented during the UNESCO-APEID conference on 'ICT Transforming Education' in Hangzhou (China), November 2009.
A shorter version of the paper, focussing on the development of a technology plan in the 5 teacher training institutes, has been prepared for a conference in Quang Ninh TTI in October 2010.
